When BA will Prepare BRD? After or before negotiation of the Project ?

Pre Sales team work with Client on the proposal and gets the Statement of work.
BA starts work with Product Owner and all stakeholders to create the BRD if its not created by client team earlier.
BA has to make sure BRD has the required information (http://forum.coepd.com/index.php?topic=260.0)
